I went in the middle of winter as I do not mind this sort of cold, -25 to 30. I wanted to see the local Mongolian winter Games, which are held in late December. I eat at restaurant that is near the hostel and provided breakfast, lunch and dinner and was very good with their smorgasbord choices.
Yes, easy to get around like most Chinese cities, taxis; no unground in Hailu'er. Train services are excellent to other parts of China, the distances are vast though, nearly two days to get to Hohhot, 12 hours to Harbin.
It would seem not a lot of activates in mid-winter, Hailu'er is really a summer destination. I went for the winter scenery and was not disappointed.
